The reply from David S regarding Tara is correct as to how she became Tara in the Tibetan sense. Her first connection to the Tibetans came from two sources, Chinese bride brought from China a form of Tara and she was called the White Tara and the King had five wives and one came from Nepal and brought one with her which is referred to as the Green Tara. Each of them as their own practices and because I am female, I am quite sure she wasn't a Buddha but given the honor of being The Mothers of all Mothers. Remember, at the beginning of history, it was all matariach but the males couldn't or wouldn't give it up and so they put her down to a different level and brought man up and that is patrariach (ms). Man was created alone but couldn't stand alone and so female was created which was able to create life so without mothers, none of us would be here.
I like her as I am female and awful tired of man made ideas to their superiority. In all levels of life form, there is a female counter part and that creates life.
