Yes, according to Tibetan Tradition, Dalai Lama is incarnation of ChenRenZig (Avalokitesvara)-Buddha of Compasion.
But we don't know it is true or not, because we don't reach the realization. If we say no, but in reality it is true, we make a bad karma.
We must respect him as a holy man.
His Holiness is a title for great Buddhist Monks.
So we can use this title for all great monks.
